Capital Improvement Plan – Latest Updates

We call this the CIP for short. Every month, our Engineering Team presents an update to our Board of Commissioners about projects that maintain and upgrade our services throughout the county — as well as operations on our campus. Here’s the latest as of October 2025 …

• Midland Road Water Pumping Station
  Construction cost: $4.7 million. Overall 99% complete. The pump station has been operation since early June. The only remaining work involves some minor electrical items on the punch list.
• John Windrow Road Water Main Extension
  Construction cost: $792,920. Overall 100% complete. The contract is complete pending approval of a change order.
• Old Salem Road Water Transmission Main
  Construction cost: $3.8 million. Overall 91% complete. The contractor performed general cleanup, asphalt paving/patching and some valve boxes, but no pipe or valve installation. The new 20-inch water line is in service.

• TDOT Highway 99, Phase 3 Water Main Relocation
  Construction cost: $994,166. Overall 72% complete. The contractor installed: 2,185 feet of 30-inch water main, 2,472 feet of 16-inch water main, 120 feet of 20-inch steel casing, 4,940 feet of water line (30-inch and 16-inch combined) was tested and placed in service, and 2,564 feet of 16-inch water line remains to be installed.

• New Salem Campus Mechanic Shop Addition
  Construction cost: $150,000. 90% complete. The overhead door was installed plus the following work is, or nearly, complete: electrical, man doors, metal framing and siding, and the exhaust fan and louver. The work to make the existing wall between the primary shop and the new shop bay a fire-rated wall, as required by the City Building Codes, still needs to be done.

• Eagle Creek and Diamond Crest Drip Field Improvements
  Construction cost: no invoices yet. The contract was awarded in April, and contracts were signed by CUD 06/24/25. TDEC permits are still pending.

• Thompson Farms Subdivision Recirculating Sand Filter (RSF) Replacement
  Construction cost: $1.3 million. 100% complete. Finished the last 20% of the installation of the pre-cast the concrete lid sections over the Eco-Pod equipment. Finished the last 25% of the final grade work which included placing gravel over much of the site. Completed 100% of the fencing and paving.

• Pump Station Repainting
  Construction cost: $174,300. 100% complete. Independent Hill, Stonewood, Patterson Road, Holly Grove, Twin Oak, Cedar Grove, and Fosterville sites are finished. Wilson Hill was removed from this project because it was decommissioned in August.

• Pete Alsup Road Water Line Extension
  Construction cost: no invoices yet. 0% complete. The construction contract was awarded in September 2025 for $585,951.00. The contractor has signed the agreement and provided the required bonds. A Preconstruction Meeting should be scheduled in early December.
